Supporting shipowners and insurers since the 1960s
Dutch P&I’s roots trace back to the 1960s, when ship agents began to play a pivotal role in handling P&I claims. Prominent Dutch ship agents such as Internatio-Müller, Vinke, and Van Ommeren were instrumental in assisting P&I Clubs and their members with cargo claims. Over the years, dedicated P&I Correspondent teams were established, and various teams merged. Van Ommeren (later VOPAK) emerged as the largest agency with a specialized P&I Correspondent team.
Timeline
- In 1988, Dutch P&I was founded as a specialist marine insurance broker for P&I insurances, including Owners P&I, Charterers P&I, and FDD with a strong focus on adding claims services.
- In 1990, the P&I Correspondents department of Van Ommeren merged with Dutch P&I, forming a dedicated team focused on assisting P&I Clubs and their members.
- Throughout the following decades, Dutch P&I evolved into a comprehensive insurance broker with a strong emphasis on maritime and logistics liabilities.
- Since 2009, Danish P&I has been part of our group, serving Danish ports as P&I Correspondents
- In 2010, Caethoven joined our group of companies as Belgian P&I, serving P&I Clubs and members in Belgium.
Today, Dutch P&I Correspondents continue to serve as dedicated P&I Correspondents for all Dutch ports and inland waterways. The team of brokers and claims handlers are committed to providing clients with risk analysis, contract analysis, insurance placement, and claims handling services.

Mark van Zalingen is an experienced marine insurance professional with a strong background in P&I and Charterers’ Liability. He began his career in 2007 and spent over 11 years as a P&I Underwriter at a P&I insurance provider before becoming Lead Class Underwriter P&I at MS Amlin Marine. In 2019, he joined DUPI Underwriting Agencies as Senior Underwriter Charterers’ Liability, later combining this with underwriting responsibilities for Project P&I. Before returning to the insurance broking and underwriting side of the industry, Mark served as Claims & Insurance Manager for a major Dutch shipowner. In this role, he was responsible for overseeing the company’s global insurance portfolio, including P&I and Hull & Machinery. He managed complex claims across multiple jurisdictions, coordinated directly with P&I Clubs, insurers, surveyors, and legal experts, and ensured efficient resolution of incidents with both operational and financial impact. He holds a background in Logistics & Supply Chain Management, contributing to his strong analytical and sector‑focused approach.
Nils Heijboer
Nils commenced his career at Dutch P&I in 1993 as a junior claims handler and P&I Correspondent, and over the years he has gained extensive experience in the shipping industry by working alongside surveyors, shipowners, and charterers. To further specialise, he pursued academic qualifications, graduating in English Maritime Law, and completing the prestigious post-doctoral Grotius Academy in Maritime and Transport Law. Nils also undertook modules at the renowned Institute of Chartered Shipbrokers, as well as obtaining multiple insurance diplomas. This enables him to act as an insurance broker in compliance with Dutch AFM regulations. In 2000, Nils took on the responsibility of leading the claims department at Dutch P&I. Following the growth of the group in 2010, Nils was promoted to the position of Director of Claims in 2012. Following a strategic decision in 2020 to refocus on our core business as specialist P&I brokers and P&I correspondents, Nils now has a strong focus on broking, claims, contracts, and P&I Correspondent services. He currently oversees Dutch P&I, Belgian P &I, and Danish P&I. Drawing upon expertise from a career spanning maritime liability, logistics liability, legal affairs, and insurance, he continues to find the industry as dynamic and rewarding as ever, embracing the challenges that each day brings.
